US House Approves Russia Sanctions and Ukraine Aid Bill Amid Political Split
The bill, known as the Ukraine Support Act, received 226 votes in favor and 195 against. It was primarily backed by Democrats, with a group of 18 Republicans breaking ranks to support the measure. However, supporters acknowledged that the legislation faces uncertain prospects in the Senate and could be vetoed by US President Donald Trump, limiting its likelihood of becoming law.
According to reports, the proposal was introduced in April 2025 by Representative Gregory Meeks and includes provisions for more than $1 billion in emergency security and reconstruction assistance for Ukraine, as well as $8 billion in loans. It also outlines a framework for escalating sanctions targeting Russian financial institutions and energy companies, along with a proposed 500% tariff on Russian imports and the creation of a Ukraine Reconstruction Trust Fund.
The vote was made possible through a rare procedural move known as a discharge petition, which allowed lawmakers to bypass House leadership and bring the bill directly to the floor despite opposition from Republican leadership.
Supporters of the legislation described it as a significant step in strengthening Ukraine’s position, arguing it would bolster its ability to defend sovereignty. Critics, however, contended that the bill could complicate diplomatic efforts and reduce the likelihood of a negotiated settlement to the conflict.
According to reports, some Republican lawmakers argued that the measures could restrict future diplomatic flexibility and potentially increase tensions. Others dismissed the bill as outdated and politically motivated, suggesting it was designed to challenge the administration’s foreign policy approach rather than produce practical outcomes.
