Partial DHS Shutdown Looms After Congress Fails to Approve Funding
DHS is now the only federal agency without approved funding for the remainder of fiscal year 2026, which runs through September 30, while lawmakers have already passed spending bills covering the rest of the government since the record-long shutdown ended in November.
A recent funding measure passed at the end of January gave DHS a two-week extension to allow Congress additional time to negotiate changes to the agency’s immigration enforcement policies.
This condition was pushed by Senate Democrats following the killing of two Americans by Immigration and Customs Enforcement (ICE) agents in Minnesota earlier this year.
On Thursday, the Senate failed to advance a measure to fund DHS, and both chambers of Congress adjourned without reaching an agreement.
DHS oversees 16 agencies, including the Coast Guard, FEMA, and the U.S. Secret Service. Two of its most controversial agencies, ICE and Customs and Border Patrol (CBP), which have been criticized amid President Donald Trump’s migrant policies, are unlikely to experience major operational disruptions during a partial shutdown.
House Minority Leader Hakeem Jeffries emphasized the need for reform, stating, "ICE needs to be dramatically reformed. Period. Full stop."
When asked whether Democrats would seek a direct meeting with Trump to resolve the funding issue, Jeffries replied that no such meeting has been requested "at this point."
